BRICS Senior Energy Officials Hold First Meeting in Moscow

BRICS Senior Energy Officials held a meeting at the Energy of Life pavilion at the All-Russian Exhibition Centre in Moscow on 26–27 February 2024, the first BRICS energy dialogue event of the year, with participation of the new member countries.

In his welcome address at the meeting, Russian Deputy Minister of Energy Sergey Mochalnikov outlined three main areas of energy cooperation as part of Russia’s BRICS Chairship: intensifying inter-BRICS interaction on light of the accession of the new BRICS members, cooperation in technology and innovation, and increasing the role of BRICS in the global dialogue on key energy issues.

As part of efforts to smoothly integrate the new BRICS member countries, the meeting included a recap of the history of the BRICS energy dialogue and detailed presentations about the key mechanisms and priorities of joint work that were agreed upon as part of the Roadmap for BRICS Energy Cooperation until 2025.

The meeting participants paid particular attention to the energy priorities of Russia’s Chairship, specifically, initiatives on energy security, technological cooperation, training of personnel for the energy industry, as well as the methane initiative, which involves the exchange of best practices to reduce greenhouse gas emissions and demonstrate the benefits of natural gas.

In addition, the BRICS senior energy officials discussed the work plan of the BRICS Energy Research Platform. The Russian secretariat of the platform operates on the basis of the Russian Energy Agency of the Russian Ministry of Energy. Director General of the Russian Energy Agency Alexey Kulapin announced that the Energy Platform plans to initiate a study this year that will focus on equitable energy transition in BRICS countries.

The new member countries expressed great interest in the youth agenda of the energy dialogue and stated that they would quickly form national youth teams to participate in the activities of the BRICS Youth Energy Agency.

During the meeting, BRICS partners supported the energy priorities announced as part of Russia’s Chairship and confirmed their readiness to actively work in these areas.

“Russia, as the BRICS Chair in 2024, will make every effort to create the conditions needed to strengthen the energy dialogue within the framework of the group. Together we will be able to achieve significant progress in terms of implementing the goals that have been set on the energy track,” Mochalnikov said.

The second meeting of BRICS Senior Energy Officials will take place in June in Russia’s Kemerovo Region and will focus on technological cooperation in the BRICS format.

A total of seven events on the energy track are planned for the year of Russia’s BRICS Chairship, with the key event being a meeting of BRICS Ministers of Energy in September in Moscow as part of the Russian Energy Week International Forum.

The Roscongress Foundation manages the events of Russia’s BRICS chairship.
