BRICS Committee of Senior Energy Officials Holds Second Meeting in Kemerovo

The BRICS Committee of Senior Energy Officials held its second meeting as part of Russia’s BRICS Chairship in Kemerovo on 2–4 July 2024.

The meeting primarily focused on the development of technological cooperation between BRICS countries. The participants discussed promising areas for cooperation both in traditional energy sectors, including coal, oil and gas, and nuclear industries, as well as technological cooperation in hydrogen, carbon capture, and storage technologies, as well as renewable energy sources.

“All BRICS countries acknowledge that the full range of technological solutions needs to be utilized to implement a just energy transition, and the energy transition itself must be carried out based on the specific national features and interests of each country and be sustainable, fair, affordable, and inclusive,” Russian Deputy Minister of Energy Sergey Mochalnikov said in opening remarks at the committee meeting.

The meeting participants paid particular attention to the development of technologies that promote more efficient and eco-friendly use of coal. “It’s a great honour for us that our region has been selected as the venue for such an important international event. Kuzbass coal is an energy source known throughout the world for its high quality. Experts say it will continue to maintain its place in the energy balance for several decades. Today, it is crucial to make the global transformation of the energy system optimal for everyone in terms of the speed, cost, and efficiency of the technologies used,” Acting Governor of the Kemerovo Region – Kuzbass Ilya Seredyuk said.

At the meeting, the delegations discussed preparations for the meeting of the BRICS Ministers of Energy, including updating the roadmap for energy cooperation among BRICS member countries, as well as the structure of the final communiqué of the ministerial meeting.

The officials continued to prepare a study by the BRICS Energy Platform on just energy transition in BRICS countries. Experts from the Russian secretariat of the BRICS Energy Research Platform, which is part of the Russian Energy Agency by the Russian Ministry of Energy, presented the interim results of preparations for the study. The participants exchanged views on the role of natural gas in a just energy transition, and also discussed the energy transition principles that BRICS countries adhere to.

Work plans prepared by Russian experts for key parts of the Energy Platform on HR training as well as technological cooperation, including ways to harmonize certification and come up with solutions for monitoring greenhouse gas emissions, were presented for approval by the BRICS Senior Energy Officials.

On the final day of the meeting, the delegation visited energy facilities in the Kemerovo Region.

The key event on the BRICS energy agenda during the year of Russia’s Chairship will be BRICS Energy Week, which will take place on 24–28 September 2024, on the sidelines of the Russian Energy Week International Forum. BRICS Energy Week will include a meeting of the BRICS Ministers of Energy, the third meeting of the BRICS Committee of Senior Energy Officials, the annual meeting of the Energy Research Platform, as well as the BRICS Youth Energy Summit.
