Moscow Hosts 10th Meeting of BRICS Working Group on Security in the Use of ICTs

The BRICS Working Group on Security in the Use of Information and Communication Technologies (ICTs) held its tenth meeting on 16–17 April in Moscow.

The meeting opened with an address by Russian Deputy Minister of Foreign Affairs Sergey Vershinin, who welcomed the new BRICS members and stressed the growing importance of international information security (IIS) on the BRICS agenda. He noted the association’s special role in building an open, secure, stable, accessible, and peaceful digital environment based on the principles of sovereign equality and non-interference in the internal affairs of states. He said BRICS nations have a similar approach on such issues as ensuring that countries have equal, non-discriminatory access to modern ICTs.

During the meeting, all the BRICS members confirmed their mutual interest in strengthening cooperation in IIS issues. One key practical result of the meeting was the decision to create a register of BRICS contact points for the exchange of information about computer attacks/incidents among an expanded group of participants. In addition, Russia received a positive response from its partners about its proposals to strengthen the regulatory framework for cooperation in matters concerning international information security, as well as to launch a dialogue on this issue with the help of the scientific and academic community.

The delegations at the meeting agreed to continue their close cooperation on all aspects of IIS at multilateral platforms. They confirmed their commitment to the exclusively peaceful use of ICTs, preventing the militarization of the information space and preventing conflicts within it, and bridging the digital divide. They agreed to jointly promote these principles at the UN, in particular, in the Open-Ended Working Group on Security and in the Use of ICTs and the Ad Hoc Committee to Elaborate a Comprehensive International Convention on Countering the Use of ICTs for Criminal Purposes.

The next meeting of the BRICS Working Group will take place in 2025 under Brazil’s chairship.
